Do I need a permit to replace a water heater?
Plan on yes. Every city here that publishes a rule on it either lists water heater replacement as a permitted job or says plumbing work needs a permit, and Los Angeles has only one narrow exception.
What changes from city to city is how the permit is issued, not whether there is one. The sections below go through each.
Los Angeles
LADBS says a plumbing permit is required to replace a gas water heater in a single-family home, unless the work is done by a contractor holding LADBS's Certified Licensed Contractor registration.
That registration covers only a like-for-like swap: a heater of the same capacity in gallons, the same BTU rating and the same vent capacity. Anything bigger, or a switch to tankless, is outside it.

Santa Clarita, and the County around it
The City of Santa Clarita lists a water heater changeout as an instant online permit for homes. In unincorporated Stevenson Ranch and Castaic, LA County's self-issued Express Permit names water heater replacement as its example.

San Bernardino, Bakersfield and Palmdale
San Bernardino says water heater replacement permits are usually issued over the counter. Bakersfield lists installing a hot water heater among the jobs that need a permit fee and special permit. Palmdale says plumbing work needs a building permit.

What does California's strap law say?
All new and replacement water heaters, and all existing home water heaters, have to be braced, anchored or strapped to resist falling or moving in an earthquake, at a minimum the way the California Plumbing Code says.
The law covers standard heaters of up to 120 gallons for which a pre-engineered strapping kit is readily available, which is nearly every tank in a house. A tankless unit hangs on the wall and is mounted, not strapped.

Does it matter when I sell?
Yes. The seller of any property with a water heater has to certify to the buyer that it's braced, anchored or strapped as the law requires.

Where a plumber fits in
Every city on this list requires a permit for the swap, and the new heater has to be strapped and ready for the inspector. If you're replacing a tank because it's leaking, shut the cold water valve on top of the heater and turn the gas control to off or pilot before you call.
