Water Heater Permits Over The Counter
The City of San Bernardino says permits for minor work, and it names water heater replacements, are usually issued directly over the counter. Most plumbing work needs a permit; a simple swap just doesn't wait for one.

Plumbing In San Bernardino
The San Bernardino Municipal Water Department pumps local groundwater, and it's very hard: an average of 242 mg/L, about 14 grains per gallon, ranging from 130 to 330 depending on the well. That's harder than LADWP's Valley water and the reason scale is part of every water heater conversation here.
The permit side is friendlier. The City says minor plumbing permits, water heater replacements included, are usually issued over the counter, so a replacement doesn't wait on a plan check.
The sewer side deserves attention too. The city makes owners responsible for the whole lateral, street included, and its water department suggests a look inside it every few years. A camera inspection shows what's wrong before anyone talks about digging.

The Lateral, Street Side Included
SBMWD says maintaining and repairing the full length of the private sewer lateral is the owner's job, including the part past the property line in the public right of way.

Look Every 5 To 10 Years
SBMWD recommends inspecting the sewer lateral every 5 to 10 years. It's a recommendation, not a rule, and a camera inspection is how it's done.

The Regulator Is Yours
SBMWD points to the California Plumbing Code's pressure regulator requirement and says the Water Department doesn't install or maintain regulators. It's usually the dome-shaped brass valve at the front of the property or in the garage.
